Montreal, March 18, 2026 — At the DATAVORE event held yesterday in Montreal, Paul Allard, President of Persévère Conseils, announced the creation of Données souveraines Québec (DSQ), a new coalition aimed at structuring and strengthening sovereign data governance in Quebec.
DSQ brings together Quebec organizations that recognize data as a strategic asset and wish to mobilize collectively to ensure sovereign, responsible governance aligned with Quebec's and Canada's laws, values and interests.
"In a world where artificial intelligence is increasingly pervasive, control over data has become a central issue of governance, competitiveness and sovereignty. Données souveraines Québec is intended as a space for collective mobilization to contribute to the development of frameworks adapted to our realities," said Paul Allard, co-founder of DSQ.
A Manifesto to Advance Policy
DSQ intends to act as a common voice with governments and public decision-makers. DSQ will soon publish a manifesto analyzing risks detrimental to digital sovereignty in Quebec. This document will propose concrete recommendations to regain control over personal information, confidential data and intellectual property.
Call for Membership
Données souveraines Québec invites public and private organizations, as well as actors in the digital ecosystem, to join the coalition and actively contribute to the establishment of sovereign, responsible and sustainable data governance.
