The Roadmap is not a standalone document. It is the natural extension of the Manifesto, enriched by ground-level data collected in the State of Digital Sovereignty survey.

Multidisciplinary expertise

Each committee covers a strategic axis of the Manifesto. Non-member experts are welcome to enrich the work.

Sovereign cloud hosting and pooling of physical capacities.

Public purchasing power leverage, economic returns and structuring of the local ecosystem.

Timeline

Deadline: Fall 2026

The Roadmap will be presented at DSQ's Annual General Meeting in Fall 2026.

May – June 2026

State of Play survey completion

Participating organizations complete the survey to establish their Digital Sovereignty Index (DSI). Participate before closing.

Template distribution and nomination of committee leads

Each committee receives the writing framework and designates its lead.

Aug. 21, 2026

First draft submission

Committee leads share their chapter drafts according to the writing template.

Sept. 7, 2026

Document editing & consolidation

Consolidation of the document taking into account the results of the State of Play survey.

Sept. 21, 2026

Consolidated version delivered

Consolidated document handed to committee chairs by the cross-cutting review team.

Sept. 30, 2026

Comments returned

Integration of final feedback and comments from the committees.

Fall 2026

Launch at the AGM

Official presentation at DSQ's Annual General Meeting.

Official roadmap presentation conference (11:00 – 11:45 AM).

Review committee

Roadmap review committee

As part of the development of the Roadmap for Quebec’s sovereign digital transformation, a first version of the document will be sent to the review committee members on September 15.

Review period

Participants will then have two weeks to review the document and submit their comments, suggestions and proposed adjustments. The feedback received will be analyzed and taken into account in preparing the revised version.

Contribution validation

When the final version is released, each participant will be able to confirm their authorization to publish, as well as how they wish to be identified, for example as a reviewer or contributor.

Process transparency

In the interest of transparency, any points of disagreement that remain at the end of the process may be presented in a separate section of the final document.
